  15. <p>Farmers fear a biotech protein that could produce a dairy glut
  16. </p>
  17. <p>    To its manufacturers the hormone represents the dawn of a
  18. dazzling new era in agriculture. To its critics, however, it
  19. poses a dangerous threat to the prosperity of dairy farmers and
  20. the wholesome image of "nature's perfect food." The product is
  21. bovine somatotropin, a natural protein found in cattle that has
  22. been artificially mass-produced in the labs of several
  23. pharmaceutical firms. When injected into dairy cows, BST can
  24. increase their milk production up to 25%. But would the use of
  25. BST create a milk glut that could drive down dairy prices? And
  26. would consumers view milk from BST-treated cows as artificial
  27. and somehow tainted?

  29. <p>    Those questions have ignited debate over BST, which is the
  30. first major product that the fledgling biotechnology industry
  31. has developed for agriculture. The hormone has been used in
  32. several West European nations, the Soviet Union and South
  33. Africa. But opposition is intense. The European Parliament, for
  34. example, has recommended that its member countries prohibit the
  35. sale of meat or milk from BST-treated cows, and two provinces
  36. in Canada have temporarily halted the distribution of such
  37. products. In the U.S. the Food and Drug Administration is
  38. considering whether to approve the use of BST amid rising
  39. protests from concerned dairy states. Wisconsin's agriculture
  40. secretary has proposed a moratorium of up to three years on the
  41. use of BST while its economic consequences are studied, and
  42. several dairy cooperatives in California said they will not
  43. accept BST-treated milk.
  44. </p>
  45. <p>    The four U.S. companies that make BST -- Monsanto, Eli
  46. Lilly, Upjohn and American Cyanamid -- are having trouble
  47. understanding why it is so controversial. They point out that
  48. BST is a natural hormone produced by a cow's pituitary gland and
  49. present in all milk. In fact, they assert, milk from BST-treated
  50. cows has no more BST than regular milk. The companies contend
  51. that BST injections would merely enable dairy farmers to produce
  52. the same amount of milk with fewer cows. "BST is about
  53. efficiency," asserts Monsanto spokesman Laurence O'Neill. Says
  54. Stephen White, BST project manager for American Cyanamid: "The
  55. thought that we are going to turn the rivers white with milk is
  56. a myth."

  58. <p>    Others are not so sure. "In this business, if the
  59. production goes up, the price goes down," complains John
  60. Zonneveld, a dairy farmer in Laton, Calif. "The only guy who's
  61. going to gain from BST is the guy who manufactures the stuff."
  62. </p>
  63. <p>    Some dairy officials are worried about tampering with milk
  64. at a time when the public is already nervous about food safety.
  65. "You're monkeying around with a product that has a natural
  66. image," warns Adri Boudewyn, spokesman for the California Milk
  67. Advisory Board. The dairy industry is concerned that critics of
  68. BST will try to turn public opinion against the hormone.
  69. Anti-BST television and radio commercials have already been
  70. produced but have not yet aired. One 30-second TV spot, created
  71. by Jeremy Rifkin, the flamboyant Washington-based opponent of
  72. most biotechnology, features a glass of milk with a hypodermic
  73. syringe lying beside it. A voice asks, "What are they doing to
  74. our milk?"
  75. </p>
  76. <p>    But milk buyers would be well advised to ignore that scare
  77. tactic. Unless BST is shown to pose a health hazard to cows or
  78. humans, the main question will be one of economics and
  79. politics: Should the financial interests of dairy farmers be put
  80. above the right of consumers to have lower milk prices?
